Developer X1 Developments and its partner Starlight Investments have celebrated the official ground-breaking ceremony for its 278-home Build to Rent development at Princes Dock, Liverpool Waters.

The new waterfront scheme is now a major part of the wider £5bn Liverpool Waters development, which is one of six UK-wide, major regeneration schemes being delivered by the waterside regeneration specialists Peel Waters. The developer is also in partnership with main contractor Vermont Construction and Peel Waters for this key project.

The official ground-breaking ceremony marks the completion of groundworks preparation, completion of piling and commencement of the reinforced concrete frame, now underway at the 31-storey tower development.

“This new development will offer new, high-quality homes and be yet another addition to the thriving Princes Dock community. With hundreds of new homes and grade A office space sitting alongside bars, restaurants, hotels and more, Princes Dock is really flourishing. We can actually see this new development from the Liverpool Waters team office, with the tower crane creating a visual reminder of this significant milestone in the continued regeneration of the Docks. We are looking forward to seeing this project come out of the ground over the coming months.”

Chris Capes, Director of Development, Liverpool Waters

Designed by Falconer Chester Hall, the Liverpool Waters residential community will have a range of amenity spaces on the ground and eleventh floor. Amenities include a residents’ lounge, fully equipped kitchen, recreational games area, a fitness centre, a dance and yoga studio, and co-working spaces offering captivating views of the stunning Liverpool waterfront.

The Build to Rent development boasts a contemporary glazed façade across all upper levels and a stone, aluminium façade with glazing to the lower 11-storey element. The stone facade to the 11-storey section will complement the stone colonnade at ground floor level along the length of William Jessop Way. The commercial unit on the ground floor is expected to provide further supplementary amenity space for residents and visitors.

“Collaboration is at the heart of the vision for Liverpool Waters and together with our strategic partners we are not only reshaping the cityscape but crafting a new, vibrant and thriving community. Our journey at Liverpool Waters exemplifies the power of synergy and we are delighted to be working with Starlight, Vermont and Peel Waters once again, sharing collective vision and expertise to continue the regeneration at Liverpool Waters.”

During the design and construction stages, Vermont has focused on creating an energy-efficient building and mitigating embodied carbon, including the incorporation of photovoltaic panels at the eleventh-floor roof level.

At Peel’s Liverpool Waters, this new development contributes to almost £1bn worth of live construction projects, including the new Everton F.C. stadium, the Isle of Man Ferry Terminal and key infrastructure projects.

“Vermont assisted the Peel Waters team to secure the planning consent for the scheme in 2021 and are delighted to now be working with X1 Developments and Starlight Investments to deliver this fantastic addition to Peel’s Liverpool Waters scheme. As a Liverpool business we are very proud to continue to play our part in the regeneration of the City’s waterfront and iconic skyline.”

Mark Connor, CEO, Vermont

Princes Dock has grown into a thriving community with a mix of residential and commercial developments and complementing hotels, restaurants and coffee shops. The Dock itself has come to life with scuba divers, open water swimmers, canoeists, and the occasional fleet of Dragon Boats.

The city’s regeneration, successfully driven by Liverpool City Council, has significantly boosted local infrastructure, leading to increased demand to live in the area. The strong demand is expected to continue, meaning the Liverpool residential market is set to grow.

“This landmark project signifies Starlight Investments’ entrance into the UK’s thriving Build to Rent market. We are thrilled to work with trusted partners like X1 Developments and Peel Waters, to provide more high-quality, community-enhancing homes to the area. We eagerly anticipate introducing our residential platform and utilising our management expertise to contribute essential new rental supply to the region. As part of our unwavering commitment to growth, we harbour strong ambitions to further establish our presence in the UK.”

Daniel Drimmer, Founder and Chief Executive Officer, Starlight Investments

Now, the city is positioned as a desirable location for Build to Rent – and institutional investors looking for opportunities within vibrant local communities with strong and skilled workforces.

The development at Liverpool Waters is expected to complete in late 2025.
