Plans put forward for View Point Build to Rent scheme

An Environmental Impact Assessment (EIA) Screening Report was submitted for the View Point BTR scheme, to obtain an opinion from the Council.

Acting on behalf of Packaged Living, Turley has submitted an EIA Screening Report to Basingstoke and Deane Borough Council, for its opinions on its plans for a new Build to Rent development in Basing View, Basingstoke. This comes ahead of submitting a detailed planning application.

The proposed scheme will seek to obtain detailed planning permission for the redevelopment of the 1.95-acre View Point site, which currently comprises two vacant buildings and associated car parking located within the Basing View Business Park.

The proposed plans for View Point include the delivery of a new 18-storey building providing up to 370 Build to Rent apartments – a mix of primarily one- and two-bedroom apartments, with some three-bedroom apartments.

The scheme would also include up to 580m2 Gross Internal Area of commercial space, internal amenity space, a total of 122 car parking spaces (including some accessible spaces) and bike storage.

A new landscaped public space will also be created, with tree planting, open social spaces and hard and soft landscaping areas. A range of bird boxes for a variety of species will also be included on retained/planted trees and newly constructed buildings, to enhance nesting opportunities.

The View Point scheme will incorporate a full electric energy strategy, with low carbon/renewable technology forming part of the proposed scheme. It will include photovoltaic arrays and enhanced fabric led material specification.

If planning is approved, construction of the Build to Rent development is expected to start in Q1 2025 and anticipated to complete in 2027.

The View Point site is bound to the north, south and east by Basing View, and to the west by office buildings. Located around the site are office buildings, a car park, the Mountbatten House Grade II-listed office building and a hotel. Basingstoke Railway Station is also a 10-minute walk from the site, providing trains to Bournemouth, London, Manchester and Yeovil.
