Bowmer + Kirkland have been appointed to construct Whitehall Riverside, a £140m Build to Rent development in Leeds city centre. The scheme, which secured planning approval in December 2022, will be delivered by Glenbrook. Legal & General (L&G) and Glenbrook recently announced funding for the scheme – which was Leeds’ largest Build to Rent funding deal to date, and the pair’s first venture together.
The project team also includes Sheppard Robson, Curtins, Abacus Cost Management, Re-form and Crookes Walker Consulting.

Whitehall Riverside will deliver 500 new homes – a mix of one-, two- and three-bedroom Build to Rent apartments. Amenities include a concierge, lobby, gym, 60 par parking spaces, podium gardens and terraces, and the ground floor will include retail. The scheme is expected to complete in April 2026.
The Build to Rent scheme has been designed to achieve BREEAM “Excellent” and HQM (Home Quality Mark) Level 4, as well as an ambition to be operationally net zero carbon by 2030.

Whitehall Riverside is within a new residential and business district in Leeds city centre. As part of the wider masterplan, the Build to Rent scheme will act as a catalyst for the creation of a new mixed-use riverside destination.
The Build to Rent scheme is Glenbrook’s first residential development in Leeds, with its second scheme – Kirkstall Road – to come forward later in the year, following planning approval earlier this year.
Over the last decade, Glenbrook has established itself as one of the UK’s most active Build to Rent developers, delivering over 1,500 homes to date.
